A Hartford man was charged today with manslaughter after he allegedly shot another local man in the area of Andover and Blue Hills Avenue.
Police charged Timothy Foote, 21, of 421 Blue Hills Ave. in Hartford, with first-degree manslaughter with a firearm. Foote allegedly shot Phillip Davis, 24, of Blue Hills Ave., Hartford, on Jan 16, police said.
Davis was taken by ambulance to St. Francis Hospital, where he died of his injuries the following day, police said.
Foote is in custody on a $200,000 bond.
Police said that on Jan. 16, at about 6:30 p.m., officers were dispatched to the area of Andover and Blue Hills Avenue on a report of a serious assault with a firearm. After police arrived, they saw the victim, Philip Davis, in the rear garage area suffering from a gunshot wound to his left flank area.
Police Chief Daryl K. Roberts, in a press release, praised the Hartford Police Department’s Major Crimes Division for the quick turnaround in this case and extended his condolences to the Davis family for their loss.

This was an accident, everyone freaked out and lied to the police. I have known tim since he we where 14, hes my brother, i know dam right he didn’t take the blood of another human being. He was emotionally wrecked from this, and will always be. Shit happens in life, this is tragic, but tim wasn’t no ruthless killer.

I am the cousin of Phillip, and I heard this guy killed him. The others that were there were his friends, but at the same time I felt it people were that close someone could’ve intervened..But this guy Tim was hiding and ran from the scene, it wasn’t no accident, he shouldn’t have been playing with a loaded gun like that in the first place! and he’s messed up, but WILL never feel the pain of what my family is going through right now..Justice will be served!
